Volume sales of cigarettes grew in 2023 despite the decline in smoking prevalence. Much of this stemmed from a reduction in smuggling via gangs and wider distribution of legitimate brands.
The tobacco market in El Salvador relies heavily on imports to supply its domestic demand, therefore the global inflationary period over the last two years of the review period, in which raw materials and logistics costs rose, had an impact on the local market in the form of increases in retail prices. Nevertheless, despite this inflationary period, the main cigarette brands did not see a contraction in sales but rather recorded a positive year, much of which was due to greater controls on illicit trade imposed by the Bukele government.
According to industry sources, consumption of tobacco increased dramatically among adults in the country during the pandemic. Moreover, according to the Solidarity Fund for Health (FOSALUD), the country is spending more than USD263 million in treating diseases that are associated with smoking.
Tobacco is not produced within the country. Moreover, many products are sold illicitly at low prices thereby evading tax, with tobacco thus viewed as contributing little to the wider economy.
Moving goods is relatively easy across the country, as roads are generally in good repair. However, the country's road infrastructure remains poor in some rural areas, with government investment hindered by liquidity problems and a high budget deficit.
