Outbound tourism flows recorded a strong performance in Croatia during 2023 despite the impact of high inflation and the cost of living crisis on the discretionary spending of local people. In general, Croatian consumers are still hungry for leisure holidays after they were unable to travel throughout 2020 and 2021 due to the closure of international borders, among other impacts of the COVID-19 pandemic.
While Croatia’s accession to the EU’s visa free Schengen travel area at the start of 2023 created huge opportunities for the national travel and tourism industry to exploit the added convenience that border free travel represents, it did also present huge challenges to the operators of Croatia’s international airports as they were required to make huge changes to their border crossings and custom zones. However, all of the country’s airports were provided with ample information and resources to manage the changes, while a 3-month transitional period was instigated with the aim of facilitating the complete adjustment of border controls and comply with new regulations.
Numerous new hotels were opened in Croatia during 2023 as booming demand, mainly from inbound tourists, prompted various category players to expand their operations. The main sites of activity were the Croatian capital Zagreb and the Adriatic Coast, the two regions of the country which are by far the most attractive to foreign visitors.
The recovery of booking continued during 2023 as the category has almost mounted a complete recovery from the ravages of the COVID-19 pandemic. Much of this growth was accounted for by direct bookings, with some of Croatia’s leading providers of travel and tourism services benefiting massively from stronger demand.
With Croatia’s travel and tourism star very much on the rise, the forecast period is expected to see more intense promotion of the country as an national tourism destination worldwide. The recently adopted Sustainable Tourism Development Strategy of the Republic of Croatia came into force on 1 January 2023 and is set to largely define the direction of tourism development in the country until 2030.
