Retail current value sales of NRT smoking cessation aids are expected to see minimal growth in New Zealand over the forecast period, whilst retail volume sales are expected to continue to decline, as the prevalence of cigarette smoking continues to fall. The number of smokers in New Zealand fell from 539,000 in 2019 to 475,000 in 2024, and a further fall is expected, set to reach 434,000 in 2028.
While smoking rates declined over the review period, and are expected to continue to do so over the forecast period, a key contributor to this is the rise in demand for and the use of e-vapour products, which are likely to hamper the growth of NRT smoking cessation aids in the forecast period. However, originally touted as a smoking cessation tool, although some of these products do not contain nicotine, many do contain the highly addictive chemical, which has caused a number of issues and challenges for the category in its own right, which is now being met with more stringent regulation.
Snuff and smokeless tobacco are being reviewed as tools to help smokers quit under the new government’s smoke-free plans. While these products have contributed to reduced smoking rates overseas, there are mixed views on whether they could be an effective tool in New Zealand.
